Hello there! The power nerf is nothing quite so strict as that, so Steve can keep his health benefits and he can even be a bit stronger than someone that has never seen a gym before, but he wouldn't have the super strength to pull a helicopter back down to earth or anything vaguely heroic like that. The gods are trying to recreate their bodies as similarly as possible so he won't be reverted to "skinny Steve" in Asgard, he'll just be buff and terribly ordinary.
